Sometimes it is necessary to reboot the modem and restart your computer to establish a network connection. To do this simply unplug modem from the wall and shut down your computer. Then, after waiting about 1 minute, plug the modem back in, insert the cable to your laptop and start your computer. Make sure the modem is turned on and it should then work.
To send mail using the cable server use the settings: smtp-server.nyc.rr.com
If the connection still is not working, this might be a temporary service outtage on the cable provider's side. Wait a few hours for the problem to resolve.
